During the annual naval maneuvers, the coastal defense warships Le Tonnant and Le Vengeur, stationed off the coast of Cherbourg, successfully repelled a simulated attack by larger and more powerful vessels. This boosted national confidence at a time when there was widespread concern about naval strength — the so-called “naval scares.”
The connection of the statue to this event is confirmed by the inscription on the base, where the names of both ships are engraved. Such statues were displayed by prominent French figures in their salons as an expression of their political stance and as a symbol of their nation’s technological power.
